ASME Y14.5-2009 7.6.2.3 Coaxial Features Without Datum References
This is an ability that I would like to see in PC-DMIS Xact-Measure.
If the call out is per the spec then PC-DMIS should abide by the standard.

PC-DMIS 2020 R2 should be due for release sometime soon (the technical preview has been live on the forum for some time now) and Hexagon has added a new Geometric Tolerance command to replace XactMeasure. The new command is compliant to ASME Y14.5-2018, ASME Y14.5.1-2019, and ISO 1101-2017. I can say with certainty that this particular dimension (position with no datum references) is fully supported. I would encourage you to get your hands on the technical preview so you can experience it for yourself, or wait for the formal release.
I'm sure you know, but in case you don't, the way to evaluate that dimension using XactMeasure would be to assign one of the features in the pattern as your primary datum and evaluate the position of the other feature to that datum.
Completed - 2020 R2 Geometric Tolerance command supports Position with no Primary datum reference.
