Probe Utilities dialog window ability to change the size of the dialog window

Add the ability to change the size of the Probe Utilities dialog window.

This will allow the user to see the complete view of the Active Tip List descriptions without using the horizontal scroll bar.

Tip List Description
1. TIP ID#
2. Tip Rotation
3. Tip Type
4. X,Y,Z Location
5. I,J,K Direction
6. Diameter and Thickness
7. Date and Time
