possibility to transfer Parameters at program start

This is one of the ideas on the long term roadmap for INSPECT. More votes will help expedite it.

Part of pallet / playlist with Inspect 4.1

Will be available for any playlists (not just pallet) in 5.0, where we will also allow scope of paremeters to be defined (part level or batch level).

I would also add that in 5.0 there is a possibility to extract parameters and send to the measurement routine through a the barcode which can be associated to entire measurement routine
