Allow subsampling (e.g.) of data points for feature extraction in "Filters" - plane and feature separately

Can you please provide a more detailed explanation?
When a feature is extracted, e.g. plane, there might be e.g. 10 000 points used for extraction. Using subsampling option (Like 25% or 1/4) only every 4th point would be used for extraction
