Add an option to toggle off the "smart calculation" for ending offsets of Cylinders and other auto features.

It is possible to turn off the smart calculation of the ending offset for the Auto Cylinder feature acting on the "EnableEndingOffsetSmartCalculation" registry key.

This is available in PC-DMIS 2023.2SP5 and up.
