We want the ability to construct a line from a circle by drawing a line perpendicular to the plane through the centrum line

A Generic Feature should be able to do that for you.
You can alread yconstruct a line parallel or perpendicular to the first feature, passing through the centroid of the second feature - see: Constructing a Line Feature
