I would like the ability , while in the dimensional box, to be able to insert a note into the program

As I am programing dimensional features I would like the ability to hit the comment tab and enter a note before moving onto the next dimension. I have a costumer that wants all features numbered and those dimensions put into a report. I try to help the individual that fills out these reports by marking the number on the PCDMIS report page.

Why not just name the dimension the same as the number on the drawing?
Regardless, implementing suggestion would be very handy!
I agree, having a process that will help feature and dimension ID naming format with noted comments.
Maybe a comment template that can be customized.
This example ID format is what I have been using. All of my programs have the dimensions towards the end of the program in ascending order. I will create all of the dimension comments first Then add the dimensions. This way I can validate the dimension information is correct.
Feature ID's for balloon (bubble) number 59.

We added the "Description" tab to the Geometric Tolerance command in PC-DMIS 2023.1
Can you add it also in the Size command ?
We're almost finished with 2023.2 so it would be too late for that release but we could consider it for a future version.
